(DPS) State Emergency Management Agency (SEMA) Preparedness Division Medical Countermeasures (MCM)/Strategic National Stockpile (SNS) Program Public Safety Manager (Strategic National Stockpile Program Manager) Annual Salary Range:$ 28,036.08 - $ 59,225.28.00 Semi-Monthly Salary Range:$ 1,168.17 - $2,467.72 Location:2302 Militia Drive, Jefferson City, MO The Missouri State Emergency Management Agency has an immediate opening for Public Safety Manager in the Medical Countermeasures (MCM)/Strategic National Stockpile (SNS) Program.This position will work closely with local public health agencies, hospitals and healthcare partners on MCM/SNS planning. Job_Description This is administrative and managerial work directing, planning, developing, analyzing, and coordinating programs and services for the Missouri Department of Public Safety. Responsibilities may include one or more of the following areas: fire inspections/safety, national defense, disaster management/ mitigation, gaming or liquor control regulation and licensing, veterans programs and/or services. Duties_And_Responsibilities Provide technical assistance and consultation to 115 local public health agencies.Assist with plan review and Operational Readiness Report (ORR) for local SNS Mass Dispensing and Medical Countermeasures (MCM) distribution plans. Monitors SNS and MCM portions of the Public Health Emergency Preparedness (PHEP) and Cities Readiness Initiative (CRI) grants objectives, work plans and contract deliverables for the state and fourteen CRI jurisdictions. Coordinate meetings related to SNS planning elements identified by Centers for Disease Control and Prevention s (CDC) and the HHS Office of the Assistant Secretary for Preparedness and Response s (ASPR) local Operational Readines Review and/or SEMA s Partner Readiness Evaluation Program (PREP) (i.e., identifying alternate modalities of delivery of mass prophylaxis medications).Work with local partners to develop agenda and presentations and set up meetings to showcase best practices.Facilitate meetings with community partners to assure comprehensive plans are in place that include entire populations in their jurisdictions (i.e., long-term care; institutionalized and homebound citizens; functional needs populations). Oversee the maintenance of Missouri s SNS Plan by assuring Volume I (distribution and dispensing operations) and Volume II (operations of Receiving, Storage and Staging (RSS) sites/Regional Distribution Sites) are kept updated. Coordinate annual Missouri State Operational Readiness Review with the CDC and ASPR to include plan updates, documentation and site visits. Along with other SNS staff, develop Phase II plan for the delivery of federally supplied Medical Countermeasures.Working with other identified partners, integrate state and local planning efforts to address this important phase of the response. Participate in exercise design teams (in close collaboration with SEMA s training and exercise unit) in the SNS state-level exercises.Assist local jurisdictions in meeting SNS drill requirements from federal grant. Manage the administration of the CHEMPACK program as part of the federal SNS program. Perform inventory management functions of medical countermeasures on hand throughout the state. Serve as RSS site commander, assume other MCM/SNS distribution leadership role as assigned, and train SNS team members on RSS operations and roles. Supervise one Planner III in the SNS/MCM Program. Participate in Emergency Management and State Emergency Operations Center duties as required. Travel/Hours The position will be required to attend state, regional and local level meetings, which generally involves in-state and limited out-of-state travel.The position requires the ability to work in a warehouse setting lifting boxes of various dimensions and weights not to exceed (20 lbs.) for extended periods of time. Hours are typically 8:00am 5:00pm, Monday-Friday; overtime may be required during exercises/drills or during times of emergencies. Knowledge,_Skills,_&_Abilities Comprehensive knowledge of public safety or emergency management initiatives. Comprehensive knowledge of the assigned public safety program or service. Comprehensive knowledge of managerial techniques and administrative practices. Comprehensive knowledge of governmental budgeting, fiscal management, grants, and contract management. Ability to research, analyze, and evaluate technological innovations and formulate recommendations. Ability to review, analyze, interpret, and/or prepare federal and state laws, rules, regulations, policies, and procedures. Ability to develop, implement, and administer programs in support of the department s overall mission. Ability to establish and maintain effective working relationships with departmental officials, legislators, staff, and the general public. Ability to analyze and evaluate program operations and formulate recommendations. Ability to communicate effectively. Ability to provide leadership and supervision to professional, technical, and related program staff. Ability to manage change, provide program management, and achieve results. Ability to develop short and long-range plans to meet established objectives and contribute to the overall goals and mission of the agency. Qualifications A Bachelor s degree from an accredited college or university with a minimum of 15_earned_credit_hours in one or a combination of the following: social sciences, safety or fire sciences, Nursing, Public, Business, or Health Care Administration, or a closely related field; and, Four_or_more_years of professional experience in criminal justice, public safety, emergency management, fire safety, gaming regulation and licensing, liquor control regulation and licensing,safety promotion/education, nursing, veterans programs/ services involving claims, compensation and/or benefits, or a closely related area. (Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 24 earned graduate credit hours for one year of experience.) (Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)
