Our organizational culture attracts and rewards people who are results-oriented and interested in making an immediate impact on their community as well as their own career.**Responsibilities**The Strategic Purchasing **Data Analyst IV** will work on a range of projects related tohelping states design and calculate optimal purchasing strategies.Government is a large purchaser of human services.Our strategic purchasing team develops payment rates across the continuum of care for various human services. We work with human services agencies to understand available services and program goals and develop program rates that support desired outcomes. We also help agencies to identify federal funding support and calculate reimbursement rates.The data analyst must be able to draw sound conclusions based on data analysis and communicate findings effectively, both in person and in writing. The ideal candidate excels in the collection of cost data and other information from providers, as well as the analysis and manipulation of large datasets.The data analyst should have a passion for doing high quality work, continuously learning and improving, effectively analyzing cost data, ability to develop rate calculation methodologies and regularly exceeding clients' expectations.**Specific Responsibilities** + Assisting PCG Human Services team members and staff in completing various tasks and projects primarily related to PCG's rate setting and payment reform initiatives including for federal entitlement programs including Medicaid and Title IV-E+ Guides data analysis of large and complex datasets.+ Designs appropriate statistical analyses, including performance and outcome analyses, for data collected. Interpret and draw conclusions from the results.+ Provides guidance, oversight, and development assistance to less senior analysts. Delegates project tasks.+ Assumes a team lead role, monitoring day-to-day operations of the quantitative portions of projects.+ Develops methodologies, research questions, evaluations and analysis plans.+ Trains staff on best practices in data collection, data security and storage.+ Provides technical assistance and conducts training in use of data collection tools.+ Designs, implements, and monitors quality assurance procedures for all performance, outcome and statistical analyses. Provides guidance in cleaning and monitoring data cleaning of quantitative data.+ Reviews results and prepare reports, presentations, and other documentation of outcomes.+ Identifies, analyzes and interprets trends or patterns in complex data sets+ Aids the decision-making process of evaluation teams by building results that present both insightful data summaries and clear support for conclusions and recommendations.+ Facilitates discussions with client stakeholders, including interpretation of findings, development of reports and disseminating results.+ Identifies and creates systems that lead to efficiencies and improvements for social services programs.+ Participates in proposal writing teams, including writing sections and coordinating efforts, and preparing proposal submissions.+ Oversees the design and delivery of client and staff member training and coaching related to relevant data analytics.+ Values diversity and takes pride in developing and/or supporting a team dynamic that brings together diversity of thoughts, perspectives and expressions.+ Understands and can operationalize both the service delivery system for programs which are administered by states and monitored by federal regulators.+ Travel required+ Ability to work additional hours as needed**Qualifications****Required Skills** + Project Management - Provide conceptual oversight and guide the quantitative analyses.+ Research Design - Methodologies, evaluations and analysis plans.+ Data Analysis, Interpretation, and Reporting - Guides the conduct of data analysis of complex data sets, including statistical tests.+ Mastery of analysis software such as SQL and R.+ Data Collection - Provide guidance in the development of quantitative data collection tools.+ Report Preparation.+ Client Management - Conduct client meetings and requests.+ Collaborates with evaluation stakeholders in interpreting findings, developing reports and dissemination strategies.+ Business Development - proposal writing.+ Development of new business opportunities.+ Expertise - Subject matter expertise in state and federal requirements.**Required Experience** + PhD or Master preferred+ 7+ years of experience in quantitative or Mixed Methods analyses/evaluations (qualitative/quantitative analysis skills).+ 7+ years of experience in conducting research or program evaluations of social services agencies.+ Experience in financial analysis and rate calculations that rely on sound principles in accounting and statisticsThe data analyst can be a remote position.
